CP Projects in Cooperation with Austria


Russia - Austria Cleaner Production (CP) project is implemented with the support of UNIDO and Austrian Government in frames of cooperation between St.-Petersburg and Graz (the capital of Styria), on the basis of an intergovernmental Agreement * signed 12 of November 2004 in Graz. Participants of the project - a pilot group of St. Petersburg and Leningrad oblast enterprises. Coordinators of the Project became branch Committees of these legal bodies and Administrations.

The executive bodies of the Project are - NWICPC UNIDO, St.-Petersburg and CPC Austria, Graz. Project was implemented in two stages.

The First Stage

The first stage of implementation began in autumn 2004 with creation of CP Academy (trainers training for selected Russian specialists and administratif functionaries, enterprises and Universities representatives). The first (of the three stages) two-week long workshop was held in the period from 2/10/2004 to 12/10/2004 in Graz. Two other workshops were held in December 2004 and January 2005 in St.-Petersburg, Russia.

The aim of the trainers was to learn educational, methodological and practical material to be able to adapt it and implement in the Russian conditions in the course of working with the participants - companies of the pilot group.

As a pilot enterprise for the trainers of the CP Academy demonstration project - a cardboard paper production plant "Komsomolets" situated in the Leningrad oblast was chosen. Experts of the Academy together with consultants of the STENUM Company (Graz) carried out integrated monitoring of the enterprise through December and February 2005. The results of the monitoring were used to show principles and approaches for optimization at an enterprise. The results of this work were discussed at the final seminar of the CP Academy.

Official opening of the CP Project took place in the Administration of St.-Petersburg 21/03/2005. Representatives of branch Committees of the St.-Petersburg and Leningrad oblast Administrations, NWICPC UNIDO, STENUM Company and 10 pilot enterprises were present.

The Second Stage

The second stage realized throughout April, September 2005 was the main stage of the CP Project, and included implementation of CP methodology in the pilot group of enterprises.

According to the main CP issues a series of training workshops were held for the group of 10 pilot enterprises. Instruction work at the pilot enterprises was organized and consultancies by the Russian and STENUM's specialists at the sites were given. This educational program was implemented by the CP Academy trainers and six recruited experts and consultants.
During the educational program implementation two visits of the Austrian CP Experts (from 29/05/2005 to 04/06/2005 and from 28/09/2005 to 30/09/2005/) took place. During these visits additional training workshops were held for the Russian experts and monitoring trips to the enterprises of the pilot group took place. The results of the monitoring by the Austrian CP experts were summarized and advices were given to the management of the enterprises.

The main stage of the CP Project was concluded 30/09/2005 at a grand meeting in St. Petersburg Government by awarding participants the pilot group with Certificates on adoption of CP program and successful implementation of the CP methodology.

Participants of the CP Project and main results of the CP implementation:

1. "Salotti" Ltd. St. St. Petersburg
wood pellets production plant. Implementation of CP methodology resulted in emissions reduction and 7 000 m3 of fuel wood, 2.8 million rubles/year savings.

2. "Тosno Trade-Industrial Alliance" Ltd. Leningrad Oblast
sawn timber production plant. Implementation of CP methodology resulted in 8 000 rubles savings yearly.

3. "Quintex" Ltd. Leningrad oblast
timber harvesting, export, wood processing. Implementation of CP methodology resulted in 11 million rubles/y savings by utilization of gas piston engines in a wood processing project.

4. "GOSMETR" State Unitary Enterprise St. Petersburg
high precision balances production. Implementation of CP methodology included installation of an electric generator based on a gas piston engine and resulted in achievement of more than 20 million rubles/y income.

5. "Asphalt-concrete plant" JSC. St. Petersburg
asphalt-concrete mixtures production. Implementation of CP methodology resulted in emissions reduction and savings of 13 million rubles/y.

6. "Amadeo" Ltd. Leningrad oblast
wood harvesting, export, wood processing. Implementation of CP methodology resulted in emissions reduction and utilization of own waste and previously collected wastes with high efficiency. Savings reaching up to 9 million rubles/y.


For enterprises participants of the project NWICPC has organised next stage of cooperation in frames of financing the projects.
